In fact one of the main reason for Surface was because OEMs were just concentrating at low end. Windows ecosystem needed a product which can take on Apple product in quality. It does not need to sell as much. The question here is more about how MS executes its strategy with Surface as high end device. I am not saying that it will be a success but the reason for Surface is pretty clear and not everyone need to win the race of numbers and to bottom.
